It doesn’t matter period. The people it does matter to are idiots, and they will never be appeased no matter how much game developers try to meet their completely arbitrary racial diversity quotas. People complaining that Laura isn’t dark enough are like children complaining that their parents bought strawberry jam instead of grape jam. It’s not worth paying attention to them.
Last we checked, it is. The game follows the 3rd Strike rule where, aside from certain specific things, the only thing that gives hard knockdowns are supers.
Supers are pretty much the only universal option that causes hard knockdown in 3S. There are other specific special moves like Ibuki’s Raida that cause hard knockdown, but that usually pushes too far away and in general 3S’s defensive options make it a lot tougher to set up anything resembling 50/50 vortexes.
In SFV I have heard that some of Bison’s EX specials cause hard knockdown.

No, I messed up. Laura is 14th, I thought she was 13th. There are two left. One is guaranteed to be a new character (likely Zen), leaving one more classic character.
Classic: Ryu, Ken, Chun, Zangief, Cammy, Bison, Vega, One more
Returning/Were not in 4: Karin, Mika, Nash, Birdie
New: Necalli, Rashid, Laura, (Zen?)
Given that Urien and Alex were not in 4, and those slots have been used, the classic returning character is probably Dhalsim, although Juri was on the rumour list as well. She’s not classic, but she’s become a fan favourite.
If Zen is truly from India, I’m wondering if they’ll go with Dhalsim, though.

Yes, but going by the Ken Bogard leak, there’s more than 2 characters left. No telling who will be the last classic character for the initial roster. Ken Bogard’s leak didn’t include Necalli so it can’t be 100% relied on (unless his name was something else, or he’s meant to be the “new boss character”).
I feel like Balrog or Guile will be more likely since we’re in need of some real American representation.
Necalli is most likely the new “unnamed boss” in Ken Bogard’s leak.
Bogard never actually said whether the 4th character was the final boss or not. I’m not saying that to raise any hopes of Urien or whoever, just that the possibility remains that the final boss has yet to be revealed.
Necalli comes across as more like the Dragon to a final boss anyway. The Sagat to whoever this game’s Bison is.
