Also, in regards to Rose, she has (slightly) more wakeup options against Akuma’s option select because I think she could mash out EX Soul Throw or Soul Satellite and it might get her out of a bad situation, whereas Chun’s EX SBK doesn’t really help get her out of Akuma’s demon flip game unless he tries to throw or mistimes it.

Her hitboxes move forward. Hitboxes means also throwable hitboxes.

I usually perform the backdash with the intent to reset. Think it’s better than to allow him to keep the pressure game going.
The Akuma I play is a fairly decent one (a friend of mine, not his main) and those tactics probably work because I already know how his game works.
Juri doesn’t have too many wake-up options but I find myself using a lot of backdashes, EX kasatushi, pokes or defend.
Are you sure this is the case? I know this is how it works in SF2 & 3s, but I don’t believe this exists in SF4.
Edit. They’re doing it later because it has a startup 5 frames faster than the palm, and whether or not it’s meaty usually isn’t relevant, so I do see this working, but eventually Akuma’s will figure out what people are doing and adjust.

Don’t backdash against Akuma on wakeup… just don’t.
By doing that you’re letting him continue his pressure for free since a good Akuma will always os a sweep to stop ppl from backdashing on wakeup.
During a blockstring you’re not safe to backdash until he has ticked you twice, like c.lk, c.lp/st.lk > here you can backdash the next tick. If you backdash after the first tick then if the Akuma is good you’re gonna eat either c.hk or st.hk depending on what character you use.

Other things that work but aren’t gonna get used all that much against Dictator are:
You can super his st.MK on block, only saying cos this poke is pretty good and decent Bisons use this a lot more the RH. But like I said its unlikely you’ll ever really do it (I rarely have super vs Bison)
Blockstring set up sort of, cr.jab x3, st.strong, EX Kikoken… This at least stops Bison EX PC between st.strong and kikoken, also cos of the properties of EX PC the 2 hits on the Kikoken mean that he EX PC passes straight through you. If you have Ultra 2 you can then Ultra him as he goes through… Again not really useful as such but its something that does work
Super on st.mk is useful, I usually have super by the end of round 1 if I either win or of it was an even round (against most characters).
I find it hard to build and keep meter against Bison, even though I don’t normally have super till a good way through round 2… Nice meter saving, must make a lot of match ups a fair bit easier… I wish I could build meter better, its not like I waste it on mashed EX Legs like I see a LOT of Chuns do…

you sure about this? cammy can do a hooligan throw after her forward throw that is unavoidable because your first neutral frame when you get up is counted as standing regardless of whether you’re holding down. that right there tells me you can definitely be thrown on your first frame after waking up
When I want meter I do this:
c.hp x hk legs, c.lp, c.hp x hk legs, st.lp, st.mp x mp kikouken
after that I can dash in and do the same thing again, also
c.hp x legs, st.mp x kikouken
works in the same way
And if at some point legs in either one of these blockstrings/meterbuilders connects you get a free combo. I seldom try to connect with c.lk on crouching opponents either since it’ll cost me meter to get a combo off of that. Most often I go for ch c.lp, c.hk/c.hp x legs rather than sticking out c.lk. The only time I use c.lk as a combo starter, pretty much, is dash in c.lk, c.lp, c.lp, st.hp to catch people walking back and forth trying to play footsies. I also think it’s worth spending on ex legs if it’s after hazanshu.
And I also never use ex sbk defensively pretty much, ex hazanshu doesn’t have much of a use and ex legs is replaceabl and ex kikouken is pretty much useless too imo.
Chun can be played almost completely without using meter and still be a real threat.
That is generally what I do to build meter when I get in close to people but I do cr.lp, cr.hp xx hk legs,cr.lp, crhp xx hk legs, st.mp kikoken/hsu, I think you get in close more than me lol… Thing is I do use EX Legs sometimes but I also find EX Kikoken quite useful and desperate wake up option for me is EX HSU…
TBF I have pretty much dropped EX SBK outside of combo’s and EX Legs gets a lot less use than I see from a lot of Chuns but for some reason I like using EX Kikokens and know for a fact I do blocked legs a lot less than you… Guess that’s why I build meter slower…
