I´m sorry to put it that way, but everyone you listed in the Nerf section are generally scrubkillers. Get some matchup experience and you´ll see that all of them are basically fine (except for Ryu in my opinion).
Kazuya: Has only unsafe mixups, everything he does can be punished. Be sure to catch every wavedash get in with a quick low into launcher.
Hugo: THE scrubkiller! Get into training mode and record him doing his clap strings on block and find your characters best way around it. Learn to punish every blocked Lariat. Also learn what to do against his Bodysplash block loop.
Ryu/Ken: Ryu´s a bit too solid in this game in my opinion, but can be beaten of course. Ken has nothing but his Tatsus, so you´ll need to play a competent Ken to learn his setups.
Heihachi: Get to know his Tekken strings! If you just know when this damn overhead comes you can easily counter it. Also, there´s a gap between the most popular overhead combo (the one where he has the choice to go low or high) so you can reversal him easily. His combos may be quite long but they don´t deal too much damage.
Law: A character of extremes. Good and strong offense but horrible anti air (basically no anti air at all). Abuse neutral jumps on him, he can´t do much. Do safe blockstrings because his Ex Fury Fist Rush hurts a lot. Really good character design in my opinion, has clear strengths and weaknesses.
Lots of your listed characters dominate the players when they´re still in month 1. My buddies play each of these characters and we got to know quickly that they´re not as strong as everybody thinks. You should watch out for underdogs like Julia and Lilli, because they´re gonna make your life hell when you finally learn the matchups above ;).
Hugo doesn’t need nerfs. He’s like Sentinel in MvC3. He wrecks your shit at first because he hurts so hard from 1 mistake, but then you learn from those mistakes. Next thing you know, he isn’t scary anymore.
As a Yoshimitsu player, I say he could use a little buffing. Mainly, he just needs his moves to be safer.
Instead of windmill being completely unsafe on hit, why not make it so that you can’t followup with it, but also that the opponent is left unable to move for a moment after it? Make it more or less put both characters in a neutral state after the attack.
Make Slap U Silly and Stone Fists more safe on hit.
Give his DP a better hitbox.
Maybe buff his damage a teeny tiny bit. He doesn’t really need much to be a LOT better.
As for Paul… just fix his walk and dash speed. He moves slower than cold molasses.
I use ibuki/asuka and i can beat the CPU on hardest.
But asuka needs a buff. Asuka needs a buff.

They need to buff Raven badly. Make his st.jab 0 frames instead of 3, his teleport should be 0 frames of recovery, and his super should do 800 because it looks so cool.

My opinion can be seen in bold.
Other characters I feel need to be nerfed/buffed that were not mentioned in this list.
Raven: NERF THIS MAN! He’s by far and wide he single best character in the entire game.
Poison: She needs a buff to her team synergy, as it stands she’s probably the character in the game that helps their teammate the least overall.
Megaman/PAC-MAN: They’re just both downright terrible in this game.
Cole: Infinitely better than Mega and Pac but definitely does not have the tools to justify his absolutely horrific health.
I think the general consensus says that Asuka also needs buffs but I don’t know a lot about her overall to say whether or not I think this is the case.
I will only comment on who should be buffed from the characters I’ve used.
Paul
-Awful walkspeed
-Sluggish footsies
-Shredder is a garbage AA and horrible “get off me” move
-Lacks the herp derp mixups that some of the other “Tekkens” have
-Some of his moves contribute little to team synergy (ex. Phoenix Smasher)
Changes: Improve walkspeed, add invincibility frames to Shredder, adjust hurtbox on footsies
Akuma
-Lacks Ryu’s great frametraps or Ken’s great assists. Worst shoto in the game.
-Demon Flip is useless in this game
-Requires corner too much for good damage
-Was made a zoner just because of rolls killing the vortex, not because his keep-away tools are exceptional (they’re not)
**Changes: **Give fake fireball ala Ryu, ST. RH does two hits on block

For how hard it is to EWGF I feel that nerf is uncalled for, as you don’t see every Kazuya pulling them off.
People need to stop complaining about EWGF. It just shows how little they know about the game.

Case in point. I don’t mean to be rude but this is exactly what I’m talking about. How did you make this thread without knowing about Kazuya’s (arguably) strongest special move. It’s a just frame version of his Wind God Fist or Dorya.
This game hasn’t been out long enough for us to talk about nerfs; if you want to discuss balance, do it in the balance thread or feel free to go off in the ranting thread.

True. But keep it mind it also shows how many shitty Kaz’s people are playing if they aren’t getting EWGFed consistently. A good Kaz will do it over and over. I’m not sure anymore if I’d want to see it hard nerfed. Maybe slightly? I think a nerf to it would be for the competitive side of things, not the scrub side. So we can assume that a good Kaz is Dorya-ing consistently which means you need to think of it like its being done every time and balance it from there. At least thats how it should be balanced in my opinion.
Asuka needs some buffs.
Overheads (Tsuwabuki and Thunder Fall Kick) need to be faster in frames. Should be able to combo off of Tsuwabuki without it being a counter hit.
Make all versions of leg kicks come out faster.
Sweep Throw -> less vulnerable frames on whiff
Super should combo fully off of air combos more consistently. Right now its hard to get it to fully connect the super off of tag ins due to how her super lifts them too high and the final hit is too low.
That’s why it looses to lows in this game. You can also neutral jump it. You can alpha counter it in some situations and it will lose to counters. I’ll tell you that there is no on who can do EWGF mindlessly right now; and that includes people like me who get it 95% of the time (yet )
