Does this only work on certain characters? Anyone have a list of characters it works on?

Also is it ever used in real matches?

This is only used to be flashy, it does less damage then the actual throw.

Yeah it is pretty useless I suppose.

It should work on every character. But yes, it’s as useless as Hugo’s neutral throw into SA2.
