Little does Barry know those arrows have microscopic explosives that were aerosoled to his suit the moment he caught them (it’s bullshit but who cares).
The other arrows were delayed flashbangs that’ll temporary disable Barry until he’s floored by Ollie. Barry also doesn’t know that tripwire was placed throughout the warehouse beforehand as a backup countermeasure.
I’m just thinking with Batman prep-time logic here, Ollie understands that Barry has powers and him having none means there’s no such thing as a fair fight. Anything goes, and if that means The Flash gets dirt in his eyes then so be it.
I’m sure Batman had a countermeasure for that too considering he wouldn’t want Knightfall to happen again.

This crossover was too damn good, mind-boggling good.
What made it so good was how all of it was balanced well. The tone between team Arrow and team Flash was good, how much A.R.G.U.S. played a part in this, the Flash’s involvement only added to Arrow’s character development instead of distracting us from it, and then there’s noting how good the villain was (Capt. Boomerang is a certified badass).
This could’ve been a disaster or at least mediocre, but the writers and actors really made everything work, and all while helping to progress each hero’s separate storyline at the same time.
