I had never encountered this before, but online when I play against a Guile it will be incredibly glitchy. Everyone else plays pretty normal and lag free, but it’s like my Guile file is screwy on the installation or something

I main as Guile, and I have had no issues like you are describing.
Could be a messed up download (patch)? You can delete the game and re-download it, you own the rights to it.
You sure its just not lag on your part?
