So im back in USF4, and i dont know all the anti-air options that all characters have?
What to do if someone is droping on your head from the foward jump? I guess it cannot be blocked.
I don’t think there is a generic list of everyone’s anti-airs. You’ll have to check everything out character specific. Some characters don’t have many options, some do.
You have to block high or ‘backwards’ and high if the attack crosses you up.
Greenwood is right, blocking high is a pretty decent option, but you risk them landing and throwing you. If they’re doing cross ups, I would always suggest blocking. However if they’re just doing a jump attack right at your face then you might want to try and knock them out of the air. If you want to allow them to land, and you know that they’re not going to go into a threatening ultra then you can simply back dash out of their attack range. If someone is jumping at you, then it depends who you play as, but e.g. if you were Ryu and someone had jumped at you, you can just go straight for an EX shoryuken then FADC into a juggle or even ultra because the hitbox for a shoryuken is quite big. If you’re newer, then you can just go straight for a shoryuken or an EX shoryuken and let the animation play out. This will still hit them for fairly large damage. If you have a character that you main, and you’d like specific advice on their anti air moves then just say. Hope this helps.

I’m not sure what you mean by “hang with jumps”, but if you mean anti-air - yes. Some characters have good DPs, some characters have weak/unreliable DPs, some characters have good normals for AAs, some characters don’t have much.
