The right to bear arms is in the constitution.
It doesnāt specify what arms though and when it was written the arms they had at the time are not suitable for mass shootings.

the second amendment was an compromise between the federalists and anti-Federalists during the drafting and ratification of the constitution. the anti-Federalists were worried the federal government had too much power to establish peacetime standing armies and to regulate state run militia. in any case, the second amendment was among the least debated provisions in the constitutional conventions and in the courts. in fact, the courts favored the collective right model ( which holds that the people only have a constitutional right to keep and bear arms within the militia) for most of US history.
