Semi-auto don’t mean automatic, or 3 round burst. It means the gun ejects the spent casting, re-cocks the firing mechanism, loads and chambers the next round automatically instead of manually operating the bolt of a rifle to do the same process. Semi Automatics does not mean rapid fire.
Yes this makes it physically easier for a shooter to take the next shot but at the same time once loaded the only parts of the gun that can move is the trigger, hammer and firing pin.
Depending on the model of the rifle, it takes a considerable amount of strength to operate a manual rifle bolt.
In many ways semi-automatics are safer:

Most Semi-automatics has a safety setting, while set on safe the gun can not fire, even when loaded.[/details]
Unfortunately, the masses do not care about semantics. All they hear are rapid gunshots, that kill lots of people.
Strictly speaking that’s not correct, as most gun deaths are suicides. But you’re still right that more people are killed by accidents than massacres.

The gun laws in california, illinois, and ny are extremely restrictive. But people get their hands on guns somewhere like mass, nevada, or alabama and transfer their guns across state lines

Thing is, you’re right about the legal transfers. But this doesn’t address the greater issue of straw purchases, such as what happened in the San Bernadino shooting.

You’re right. However, any procedural improvements could have a loophole. It does not necessarily mean that nothing should be done or evaluated.

They talk about mental health but they want to take away medicare which can pay for it

It isn’t like IL gun laws are preventing people from buying guns in IL and preventing criminals from using said legal guns. So they have to go out of state. I’m a big believer in clemency and second chapters in people’s lives when they commit offences. I get really fed up with seeing repeat offenders that get their shit straight only to fall back into it because they’re ostracised so they think why bother.
