morrigan, felicia, and jin if you mean un-techable. spiral? seems like you can’t escape trons throw!!! lol! would web throws count? though they can be blocked but not teched…hmm any other chars?
all throws can’t be BLOCKED…but maybe you meant tech…but jin’s can be blocked, but not teched.
oh yeah was it mentioned that psylocke can dash through stuff, like sonic boom? I did this once against somebody, my psy

But if you want to add to the list of command throws you forgot Hayato, Cable, Dhalsim, Hulk, Marrow (Gimme’ a ride counts I guess…), Omega Red, Ruby Heart, Sabretooth, Shuma, Sonson, Spiderman, and Venom. All of those can be blocked but not teched.
(I guess Mags and Tron don’t really count though cause you can mash out. Also, for Spiderman and Venom I mean their web throw, not web ball.)
Did I forget anyone?
EDIT: I guess you could also include Amingo for his helpers, Jill for her zombie, and Dan/Akuma for the Otoko Michi and Shun Goku Satsu.
Anakaris has THE best throw in the game, normal, command or otherwise.
