Moves with an * in front of it indicate that the move is rarely used or it can be canceled into a safe special move (such as a fireball) leaving the fact that it can be reversal’d pretty much moot. They are still included for completion’s sake.
Some characters (Such as Boxer or Adon) just have an arsenal of very safe moves, this is seriously everything.
NOTE: This is based purely on time, some moves will push you out too far and will be impossible to punish with every version. In most cases if Fierce Rekka can punish according to the frame data that means you will be able to get the hit.
