I spent all these points on costumes. And currently don’t have a net connection. Every time I boot the game I get a dlc error.
Is there a way to use my costumes offline?

Did you switch your Xbox sometime when you bought the DLC?
Go to Xboxlive.com or whatever the site is and look up on how to transfer your license for your DLC to the current Xbox you have.
Basically your DLC isn’t working because the licence of whatever you bought is registered to another Xbox and you need to transfer them to your current Xbox.
So basically I need to log on live one time with this xbox.i can swing that
