if youre playing without converters and on a crt tv, oe and arcade have very similar timing. its not the same at all. to the average player im sure theyd feel the exact same tho.
I cant parry chun sa2 on oe unless I try it a few times first.
Be it my tv or whatever, something is definitely different. Red parries on Yun 123 xx shoulder, Dudley ex reverse and other common scenarios - I miss them a lot more than I should.
On GGPO/mame - no problem.

OE is built upon the Dreamcast version of 3s with the things changed or removed in the DC version reverted back to the arcade properties. I suspect the parry timings are still DC version.
charging feels off to me. other than that i cant really tell. but charging feels definitely different somehow. may just be that some things are that strict with partitioning, so the slight difference feels like a lot more when DOOF your flashkick doesn’t come out when you know it will.
