3 c.lp with bison

how do people land 3 c.lps with bison? the only way i could do it is to double tap the 3rd punch. is there another way to do it because i cant land it consistently using this method. i see people like hak and bas land it all the time and i dont get how

just press c lp x 3. works against bigger guys like sagat,bison,blanka as is but I you have to be close against smaller chracters like shotos,cammy,etc.

I remember doing c lp x 3 + stand lk + scissor then activate against cammy
