No they are both the same coach and to the same things. Harbaugh just had a track record as a head coach so people listened to him. Singletary’s problem was in personnel more then anything else. Outspoken head coaches do win more this is a fact. Cowher, Belicheck, Coughlin, Tomlin, Johnson, Parcels, Ditka, etc etc. These were all outspoken coaches.
Uhhhhh… Belicheck isn’t outspoken. He keeps his emotions in check for the most part. So does Tomlin.
Correct me if I’m wrong, but I’ve never seen Harbaugh straight bitch out his players in front of the world on the sideline or in the media. Parcells, Ditka, Singletary, Rex Ryan… these guys will rip into their own guys quick. That’s what I think when I hear “outspoken”.

I gotta agree with Swordsman on this one. Harbaugh might bitch out a player, but after everything is done he will go to the player in the locker room and be like “look I did that because blah blah blah”. Singletary just fire off shots at players and think everything is cool the next day (which it should be but a lot of these players are big fucking babies).
Belicheck and Tomlin are tough in that they demand a lot of discipline in their players. They do that with how they present themselves more than their vocal cords. For example when you fuck up they give you that “you know you fucked up right” look. Guys like Rex Ryan doesn’t give you that look they give it with their voice (as seen on Hard Knocks).
Don Shula was a pretty soft spoken dude and he kinda throws your whole outspoken coach hypothesis out for a loop seeing how he won the most games all time.
Rex Ryan I think is actually a good coach, he just got way to in love with his own image and it became less about being a coach and more about being famous.
