No because minors don’t understand the consequences of their actions well as full grown adults do. As if general life experience of how kids and teenagers act isn’t enough, there’s also a scientific explanation for it, basically amounting to the changes in the frontal lobe (the area which controls reasoning, self-control and decision-making) during the phase of growing up which prevents it from functioning properly.
TL;DR science has officially proven that kids and teenagers are impulsive and stupid. So yeah, giving one a gun is inherently a source for trouble.

So are you saying that a tween/teenager should never be able to use a gun ever, even in a controlled environment and with supervision (say hunting or a shooting range)? Because that’s what I’m saying here. I’d never give a tween/teenager a gun with unrestricted access, but controlled environments with supervision is a very different scenario compared to the news story. All in all, it was a poor judgment call by the parents.
Fun fact: The age group that commits the most violent crime is people in their early 20s. If you’re going to use the pre-frontal cortex as the standard for when to trust people with guns, you’re going to have to go way beyond teenagers.
No, giving them guns with parental supervision is not irresponsible. You people sound like you’ve never even handled a gun in your lives. The first question you should be asking is why a 13 year old was given unrestricted access to a loaded gun, not why he had a gun.
