Fact, you don’t have to be mentally disturbed to want to go on a killing spree. Humans are violent by nature - that alone tells you that we’re all capable of killing on some level. What I’m saying is that any “thought reading” machine, for the purpose of pre-detecting crime is already set for failure. Humans will keep evil (read criminal) thought to their private mind because it’s only logical and safe place for them. Trying to make that illegal is to make criminal a part of our very nature as human beings.

Well, we’re already pushing it with the idea of a thought reading machine. There would be no limit to what it can read in this hypothetical situation, and there would be no private sector in their mind. With that, the people using the machine would know better than to just arrest them for thinking of crimes, but rather put watches on people because they SERIOUSLY thought about executing it.
