Even I try to practice it on a dummy in training mode, I only got about 30~40% chance to combo my CA :s
It depends on how far up in your face they are and the move.
Heavies, some mediums, and moves that push your opponent towards you are punishable by it.
It is not that simple
I set a dummy in training mode, I stay at the corner; the dummy will walk forward (in order to ensure the dummy will stand completely close to me) and then hit me with a SAME heavy attack
It really seems the CA can combo only by luckiness
Sometimes the Vreversal will knock opponent too far away randomly
Sometimes even opponent is not knocked out too far away, I can still not combo my CA

Itās probably your timing on the v reversal.
This was explained before it depends on the pushback on the heavy used. You can never V-reversal to CA Chunās s.fp for example. You have to have match specific knowledge for itās use. Also the timing on the reversal may have to do with it as well.

Why Capcom being so unfair to gief?
We get a little something this patch because Capcom fixed a few annoying bugs. Mika can be thrown out of her slide and Dhalsim out of his mk slide now. Ex rbg wonāt whiff in these cases now. Example of where it did.
Also Cammy St.HK is throwable now along with her ex razor edge slicer.

birdieās ex jump throw is 25 frame startup, gief is 15 startup with armor. On paper it sounds better but we all know that isnāt true
Correct me if Iām wrong but I think the startup of EX jump is him actually jumping at you. The startup of RBG is Gief putting his hands up and STARTING his run. If putting his hands up, running and being in your face took only 15 frames then it would be a great move.
From a distance, they are both easy to react to. Up close, EX RBG is active faster than Birdieās jump throw so it has some use as a mix-up tool and in reversal situations vs frame traps, while Birdieās throw seems best for catching projectile tosses or whiffed moves with long recovery.
Never thought my least favorite character to fight against would be that way because the character sucks so bad. I canāt stand fighting against Zangief. Itās like having to beat up my grandma.

What are your thoughts on the RBG motion?
I find it impractical since given that itās the only throw with hit invincibility (EX) it should be your get off me move when having pressure but Iāve had trouble getting it off especially if they get me to the corner.
So far I chalk it up to my lack of consistent execution on the move in my part and play (I know I shouldnāt be in the corner in the first place) So I was wondering your thoughts on it.
Itās not hit invincible, it just has armor. And itās not even from frame 1 so it can get meatied.
I really hate the RGB motion during pressure or when trying to cancel kick normals into V-Trigger while active, where input leniency will turn df,d,db into a full hcb and screw you over. Honestly, I would prefer if it was consistent with his other grabs as a 360 command.

Frame data is the first active throw frame. So Gief has to be right next to you while birdie grabs on frame 22 but travels much faster to you from a distance making it more effective.
