That is very confusing to hear, on 360 I felt like I was playing online with pretty hefty input delay.
Do you use ATI or Nvidia on PC?

OK, your right you can still hit them… I just tested the GFWL version and the combo is a lot hard on there.
So they changed something in Ultra to make it easier with Vsync on.
regardless of what beefs people had with that guy’s test vs what he claimed (I had some too) we know for a fact he tested PC with in-game vsync on and PS3 and found them identical. we also know for a fact that 360 has less input lag than PS3 consistently. unless people can point out flaws in his testing methodology or think PS3 vs 360 innate delay has changed since the last test, there’s no reason we should dismiss those.
I may test later today (I’ll do the basic 120fps recording + LED test) but I don’t have an identical setup for both platforms. 360 is hooked up to a CRT, PC is hooked up to a low lag LCD. close but not the same. if I test I’ll post whatever I find out.
peoples should stop to worry about that really, i played with Vsync off for a year on PC without any problem and now am playing with the in game Vsync, if you are used to Vsync then its fine, the only situation where i would recommend to keep it on is if you gonna jump from PC without Vsync to Xbox, thats it
her’s the monitor am playing on btw http://www.iiyama.com/fr_fr/produits/prolite-g2773hs-1/ , everything maxed out with Vsync on
