Rough analysis of NG/2I
NG:
Top: Y/Y, Oro, Ibuki
Middle: Necro, Dudley, Shotos
Bottom: Alex, Elena
Yun/Yang were stupidly powerful for how simple they were to play. Just walk back and forth, robot combo (MP, HP, B+HP, super) anything that moves, launcher anything that jumps at you (or jump and air chain them), and dive kick occasionally. Ibuki had the broke-ass super (Hashin Sho) and an infinite (c.s.HK x N), and Oro could kill you with full life with Tengu Stone. Necro was also supposedly very high as a super turtle, but I don’t think he was quite in the class of Y/Y, Ibuki and Oro.
The shotos (Sean, Ken, Ryu - order is interchangeable in this game) were all pretty good. Just not stupid like Y/Y or Ibuki. Dudley was fairly solid, though he had some bad matches (Ryu beat him with s.HK alone).
Elena and Alex battle it out for bottom tier. IIRC, Elena with Healing is a better character than Alex, though otherwise Alex is better. Alex just didn’t have enough tools to work with, and Elena was complete garbage.
Second IMpact:

High: Sean, Yang, Yun
Middle: Ryu, Ken, Dudley, Necro
Lower: Oro, Urien, Elena
Bottom: Alex, Hugo
With the game being emulated, people will now start remembering (or learning, if they didn’t know before) just how stupidly broken Akuma was in this game. Dive Kick beats EVERYTHING except for Ibuki’s DP. Seriously, Akuma could beat the entire cast (sans Ibuki) by doing Dive Kick x N until he hit something, combo. You couldn’t hit it (it beat shoto DPs!), you couldn’t punish it if blocked, and you couldn’t t punish it even if you parried it. He’s only slightly less retarded in 2I than he is in ST.
Ibuki was the other broken character. Not quite as stupid as Akuma, since she took a little more brainpower to use, but just as devastating. She beats a quarter of the cast (Urien, Alex, Hugo, Dudley to a lesser extent) with s.LP alone. Try it. There’s nothing they can do to stop it.
Sean was a beast in this game, mainly with Hyper Tornado (could stock 2 and each did about 40% damage). Yang was still mindlessly powerful, just in different ways than before (his best move was c.LK; target combo was c.LK -> c.MK, Rekka Ken; he didn’t need to do much else, though he could still do the old NG Y/Y stuff). Yun was still good, mainly with You Hou I think, though nowhere near as good as his 3S self (Genei Jin was mostly a gimmick super in NG and 2I IIRC). Deijin Ryu was also really nasty (could stock 2). Dudley, Ken, Necro were slightly toned down in certain ways, but still good.
Oro’s Tengu Stone got raped, so he dropped quite a bit. Urien, despite having easier juggles and Aegis was still really good, was overall terrible. Slow, terrible priority normals and specials. His s.MP, this overhead swinging punch that took 3 days to execute, was so bad they decided to remove it in 3S. Elena got improved slightly (though not as much as in 3S), so she’s no longer battling it out in the bottom tier.
The bottom tier now belongs to Alex, who’s still shit despite improvements, and Hugo, who is far and away the worst character in the game despite having an infinite and Gigas Break doing something like 75% damage. Much of their suckiness has to do with the fact that they die HARDCORE to Akuma/Ibuki, though Hugo is still pretty shitty otherwise. His moves are just way too damn slow. It also didn’t help that, unlike in 3S, throws had no range and no priority. They was nothing Hugo could really do. His moves and throws did damage, but you could never actually hit or throw anybody with him.
yeah dive kick is stupid, even though they toned it down on dreamcast, it still has a retarded amount of hit stun. you can hit confirm into s.fp if it hits.
Actualy GJ was pretty gimmicky in 2I but it’s devastating in NG. It has almost no startup and there is no meter scaling so enders give you 40% meter. Connect the ender st. forward -> mk roll kick -> crouching strong reset into meaty c.strong link to st. strong fierce b+fierce and even if they block you get a full GJ stock again and can jsut cancel the back strong into activate. You can mix this up with UOH or cartwheel and both of those lead to you getting a GJ stock with their followups. Also having Yang’s roll kick while in GJ mode is fucked up and allows you to set up easy UOH links into full gj combos. The startup is short enough that you can activate on reaction to a jump and antiair them with QCF + short for full GJ, and because once again GJ doesn’t scale your gained meter on the ender you can go for resets that lead into you keeping GJ mode. The only saving grace is that strong fierce b+fierce xx GJ scales the shit out of your GJ combo, but still lets them set you up into an almost guaranteed blockstring xx GJ after. There is plenty of merit in using rollkick super instead, but GJ is still pretty fucking solid and just about as broke as it’s 3s counterpart, just in different areas. 3s GJ is (primarily) about damage while NG GJ is all about perpetual setups where you stay in GJ mode for extended periods of time and keep long strings of momentum on the opponent where them doing anything other than block is too risky.
I gotta agree with the tier list posted though, and I still concur that overall Rollkick super is still probably the super of choice.
