It is possible to get + frames on a blocked divekick. If you could guaranteed dp/throw every single one they would have little if any utility. -4 refers to a very specific time in the jump. Due to the very nature of jumpins they have a wide variety of possible frame situations.

Yun has a 3 frame jab, a very invincible move, a throw invincible command grab, and a divekick, how are all of these not options that are viable at +1?
Because hes not going to automatically be able to command throw you if hes +1 on block, dip shit. You act like he can throw you during your own block stun or something. If THAT were the case, we can ban Yun right now. But guess what? Its not. His divekick isn’t even an issue at +1 after an EX Lunge, so i’m not going to get into that with you. His jab, and his command throw while we’re at it) won’t hit you if you backdash (Option Selects are a universal matter that all characters can cover, so don’t go there either.) and his “very invincible move” can’t be FADC’d at all and it doesn’t catch backdashers either, so now Yun has to commit to doing the upkick knowing that if he whiffs, hes getting fucked up for it. Again, i’m not seeing the issue here other than you just…don’t know how to play SFIV.

Who asked you to DP an overhead on reaction? Yun’s only overhead is f.mk, and I mean…your other option is to…I dunno…block the overhead. o_o What a god damn concept. And I hope you’re not trying to tell me Yun’s divekick is an overhead right? Because thats wrong already.

Also the point isn’t that EX lunge is plus frames, the point is the options it allows him if it actually hits, the +1 is just a bonus.
Chun’s EX legs is completely unpunishable on block. Honda’s EX headbutt is completely unpunishable on block (by most characters) and does massive damage if it hits. All of Balrog’s normal straights are safe on block from the right range, and every low-straight is safe on block period iirc. Fei Longs EX Chicken Wing is safe if not advantage on block. Rufus’ Galatic tornado’s are all advantage on block, including EX tornado. If I remember correctly, all of Sakura’s tatsu’s are safe/advantage on block, and lead to scary mix up/counter hit set ups. Viper’s hammers, lp and mp and EX knuckles are all safe on block as well. Bison. Blanka. Akuma. Ken. I could go on all day about the charactes in street fighter IV that are either safe on block or advantage for one special or another. I really hope you’re getting the picture here.
His damage is solid(can get 290ish off of a divekick with no/minimal meter).
So can a lot of characters. Whats your point? Yun can do damage, what…is that supposed to be unfair? I mean have you not seen what a Sakura can do with literally NO meter? I guess she should be banned as well then.

Yeah, and thats the risk you run when you’re just sitting on your ass cowering. Lets not overlook the fact that compared to the other command throws in the game, it has absolutely no range to even make it as scary as you make it out to be. I’m sorry if you think having a command throw is unfair, but the reality of it is that you don’t like it. Yun’s command throw isn’t a game breaking mechanic, it isn’t unavoidable and trying to avoid it doesn’t lead into garunteed damage. Its all one huge risk on Yun’s part to try and go for that command throw. Get over it.
His divekicks at the correct height are not throw/spd/dp punishable on block.
And why should it be? If the Yun player is smart enough, and put enough work into his character to know how to use his divekick properly why should he NOT be able to use it to his advantage? Again, get over it. Rufus has been doing that for 3 years now.
