Simple reason is, is that hes a boss character, he was never intended to played amongst the other cast at a competitive level. This is the same all fighters, it doesn’t even matter if he is too good or just average, he would still be banned.

Actually, that logic is retarded. Not everyone has access to the console version? more people have access to that than the arcade since you can buy console versions for relatively cheap. i’m not a fan of boss chars in tournies but the logic here doesn’t hold.
Not everyone has a PS3. Which happens to be the only platform Jinpachi is only available on(PS2 if you use some gameshark or some shit).

Also, your link says nothing about game specific rules.
So yeah, character usability is mainly based on the arcade. It is not legal if the character needs to be unlocked in the arcade. Gouki is a nice example for Super Turbo if not the only example, period. It is not legal if the character is not useable in the arcade. Gill is a nice example for Third Strike. If the game is console only, every character should be legal. I would think anyways.

Not everyone means that one or more players have no access to the home version. The home version DOES NOT lack arcade characters. The arcade version DOES LACK home characters. So, by really really really really really siiiimple logic, some people will be at a disadvantage if Jinpachi is allowed.
And, of course, and a monkey understands that, the number or percentage of people having access to each version is absolutely irrelevant in this case. Now go play some Mortal Kombat Armageddon, becauser more people have access to it.
And, of course, by what you call logic, console players are at a disadvantage when facing arcade characters that exist solely in your head.
