Perhaps he asked “are you okay?” initially because he didn’t want to kill them with his buster wolf.
Time went on and he eventually forgot why he asked that and just says it now the same way every character in a japenese fighting game shouts the name of whatever it is they’re doing.

I’m assuming that is me. Being such a big Terryholic as I am I’ll give you the theories I have on why he say’s “Are you okay?!” before a major punch.
Theory Numbah 1: Terry is generally concerned about his opponent’s wellfare, and feels that the Buster Wolf could be too dangerous to use. I guess not getting an answer means they are good to go.
Theory Numbah 2: Terry is using it as a taunt as someone mentioned, his overwhelming power and awesomeness combined with the Engrish phrases is putting the opponent at odds, and asking them if their alright is a way to humiliate them.
I love Terry, his qoutes are catchy and hilarious. No matter the game I am playing, I always ask “Are you Okay?!” before beating them senseless with a dramatic special.
I was under the impression that These were all said because they wanted to properly portray american mannerisms…
