I have never heard any such thing. Personally, I would take Kenji over Hiryu in a heartbeat, and Hauzer would make me happier than it should.
I would argue that Seth carefully phrased himself in such a way that I would actually take that statement as a confirmation of another shoto being in the game.
Gill from Street Fighter III was never deconfirmed by Nitsuma. He was asked a question and said he liked the character. Gill was never outright deconfirmed like the other characters.
