Japanese for everyone, except Guile, Cammy, and Rose. Most other english voices make me cringe. Rose and Cammy especially are good in their english versions because the developers actually had the wisdom to let someone with fitting accents play their voices.
Only thing I dislike is how Rose goes “Are you alright?” when she does her throws. Reminds me of good old Terry Bogard, the god of engrish (ARE YOU OK?!)

Instead of having a Japanese chick trying to imitate an English chick, why not just listen to the English chick?
I leave Sagat, Guile, Seth, Cammy, Zangief, Rufus, Rose, Boxer, Dictator, Claw, and Abel in English. All others are unbearable in English.
I can’t stand English on the male cast. They all sound like heavy smoking steroid abusers.
It’s like they asked a group of pre-pubescent boys which voices sound coolest and went with that for English.
…but then again they all look like steroid abusers too.
