Actually I think SF4 Volt is the most enjoyable version of SF4. I’m not even trying to be funny or ironic. 
Vanilla SFIV is still pretty populated on 360/PS3 and you can get it for under $10. But keep in mind you’ll be fighting endless amounts of Sagat scrubs at first… and probably later on as well. For twice the price you can pick up USFIV. Matches still come quickly and I’m pretty sure you’ll get every alternate costume to date on-disc, except for the Halloween ones. Guess it depends on whether you want to go really cheap or dirt cheap to see if you like the game. There will be plenty of noobs on vanilla, but keep in mind that fighting them won’t really make you become better player.
