Which characters have a chance to make a return for SFV?

Those from 3rd Strike, those who haven’t been in 3rd Strike since IV and those haven’t appeared much since Alpha.

…I’m not sure I understand who’s on/not-on the list and why/why-not? …for instance, why is everyone who didn’t make it from SF3 to SF4 on the list except Alex & Gill? …and, not that I mind, but why not R.Mika or Sodam from SFA (at a glance)? …and, by “have a chance to make a return”, do you really mean, “like to see return/make a come-back to the series”?

I wanted to put all characters from Alpha & 3rd Strike that haven’t appeared in a while on the voting. But 10 vote policy. I’m stumped.
