I going to tell you right now that that Sega Saturn UBS pad is a cheap knock off and it will break on you.
Where Sega Saturn pads are concern you want the Actual Sega Saturn pad for the Sega Saturn or the PS2 Sega Saturn pad and get a matching adapter.
The issue is PS2 Sega Saturn pads are rare and do not come cheaply, while the original Sega Saturn pads are cheaper the market is growing more scarce every day.
As for the Mad Catz Chun Li SF4 Fight pad, you are better off with the SFxT pad. The PS3 version of the SF 4 Fight pads had issues, Mad Catz fix those with the SFxT fight pad.
I agree with Jammin, its the Hori Fighting Commander 3 Proor the Mad Catz SF X T Fight pad.
I do want to dispel one myth about pad players.
Pad players do not spend less money than stick players. It is not just every possible but its common for pad players to sink more money a tear into game pads than someone would for a custom arcade stick.
Right. Shall go for one of the SFxT pads then. The Hori doesn’t look that great for me.
Well, Its going to be a lot cheaper for me to get a gamepad because I got no knowledge or want to go around customizing my game pad. If anything. The most I will want to do is take off the faceplate of the controller and change it to a better looking one.

Dual-Modded quality stick for $100~ with decent art. Is it possible?
So my starter stick was/is the Hori Fightstick VX ( This is my favorite so far), I’ve used it to the point where my buttons are starting to stick ( not come up ) after hitting them. I bought a while back the Madcatz WWE Brawlstick for 40$ and switched the joystick in it for a Sanwa which is what people said would take to make movements easier with it as the stock stick was HORRIBLE.
What I am getting at is that I either want to 1) repair my VX to keep it running or, 2) Upgrade to something a bit less beginner that will allow me to grow for a while without relying on my WWE Brawlstick
My budget, is $300 USD I want a responsive stick, buttery smooth buttons and something I can repair/maintain or mod at my discretion. I prefer the 6 button layout over the 8 button but I think the 8 button layout in the end will be more versatile? If so I will go with that. Also I prefer either Straight layout or curved so that my hand twists outward (with elbow closer to me)?

No, not really possible. Unless you get one of the sale SCV sticks and dual mod it yourself.
w/ $300 you might want to consider getting a custom to your specs. any of the $150+ (retail) sticks will come w/ sanwas and are super easy to mod. You can even choose your button layout now. If you really like the 6 button and small case design of the VX then you can upgrade the stick, but will require some desoldering.

Yes it is possible but you got to really search around for a Stick that meets all of your expectations.
Try hitting up, eBay, Amazon, Cregis List, Pawn Shops, Good Will and Thrift stores.
Odds are you will have to put some modding work into your stick which will bring up the cost not including the dual-mod.
As for decent art, thats more subjective as different people have different taste in art.
I napped a VX on Amazon once for $41, swap out the buttons for seimtsu, change out the joysticks micro switches and installed a Chimp.
That cost be a total of $110. Not including shipping you go over your $100 limit.

The cheapest stick to mod would be whatever $5 crapness you can find on eBay, but I’m assuming this is not what you meant.

You got to read Play Asia’s site on this. The Official answer would be yes, but I highly encourage you to read though there shipping policy first.
Avoid going cheap, “GO BIG OR GO HOME”. Rule of thumb is never go below $50 in value (refraqnce the guide for the value of the stick, the actual prices will vary)., those at the $50 mark is grey area territory. And you get what you pay for.
Cheapest I go is the Mad Catz SE (and TvC and WWE Brawl) and the Hori VX and V3 sticks. You can also find some older sticks at the $50 mark that might need some modding such as a Sega HSS-0136, the Dreamcast Agetec stick, the old Namco stick and so on.

If you’re in the US you can sometimes find the Mad Catz WWE Brawl stick for $15-30 at GameStop. Just go to your local shop and have them run a district wide search for it. They also show up on deal sites once in a while (buy.com recently had them for $30 shipped). The first thing you’ll want to mod is the artwork.
