Sure: They already made HnK.
Much of (S)SFIV’s success comes from riding on fumes, from childhood memories of playing SF2 on SNES. If you take that away, you’re left with a 2D game nobody has any fond memories of. It wouldn’t catch on in mainstream, but the competitive scene would do or say something that would end up on Youtube, and was funny when you first heard it… then casuals would bandwagon the game and run the stupid joke into the ground 10 times over. Overall, if a 2D SF2 came out today, the game would be lucky to get released on disc.
