I posted my list of characters that c.hp whiffs on here.
I guess the list is a little different for the fireball combo, since the normal one lands on Chun-Li. Surprising though if the fireball one hits Guy, while the normal one doesn’t.

I forgot to mention Gen and Guy. I don’t think it works on them either.
EDIT: I found something weird with Chun-Li. c.LK, c.MK, s.MP, s.HK, c.HP hits her, but c.LK, s.MP, c.MK, s.HK, c.HP does not. I haven’t tested this with the entire cast yet, so I might find other characters where this happens as well.
Makes sense, as the st.mp is what moves Juri closer after cr.mk; if it is done before cr.mk, then the cr.mk just pushes her away again.
I did some quick testing:
The definitive list of people where the FSE combo s.MP, cs.HK, c.HP xx Pinwheel whiffs the c.HP (hits on others regardsless of corner / midscreen)
c.HP
U1, (c.LK, c.MK,) s.MP, cs.HK, c.HP xx Pinwheel, the c.HP whiffs on:
[]Abel
[]Cammy
[]C.Viper
[]Gen
[]Guy
[]Juri
[]Rose
[]Sakura
Also tested the corner Fuhajin combo: [LK Fuhajin], U1, s.MP, cs.HK, ]LK Fuhajin[ s.MP, cs.HK xx Pinwheel
It works universally, EXCEPT the last cs.HK whiffs the second hit on Akuma. So you should cancel off the first hit. There we’re some other finicky characters (Sakura?) that required precise execution and perfect point blank range to work, but it still worked reliably.
this cant be a bnb combo as the st.lp will whiff on crouchers and some other occasions (ex.spacing on the lks), but it works 100% on big characters (ex.akuma, gouken) and off a j.mp: j.mp, st.lk, dash under, cr.lk x2, st.lp, cr.mp/cr.mk, any pinwheel. I believe this does more damage than any of juris bnb combos, so try it out.
The best BnB for Juri is: c.LK, s.LK > c.MP xx H/EX Senpusha
I just happened to make list for the characters against whom the s.LP in c.LK, s.LP, c.MP xx pinwheel doesn’t whiff while they crouch, so might as well post it:
s.LP works on:
[]Abel
[]Gouken
[]Hakan
[]Sagat
[]T.Hawk
[]Zangief
thanks bud ^^^, i guess this applies to all combos that involve s.lp (excluding fse combos and her bnb combos) but the 2 above combos (Mine and deices) will work 100% off a j.mp, st.lk, dash under against any character.
I don’t know if this combo is usefull, it’s for a FADC combo when you have a HK Fuhajin stored:
normals xx Senpusha xx FADC > st.lk xx HK Fujajin Release > link followup after a release, or can link U2 in corner.
Senpusha FADC gets the crouching oponent up which is what allows HK Fuhajin to hit. And HK Fuhajin can stay stored longer than the other two so it’s not that bad.
You can also FADC twice, after the HK FB Release > cr.MK xx Senpusha xx FADC > st.lk …
I don’t know if anyone mentioned this before, but I’m finding TK Dive Kick > U2 to be pretty cool. You have to do U2 immediately when she lands and it will combo when the opponent is still airborne. I find it weird how regular Dive Kick > U2 doesn’t work, but TK Dive Kick > U2 does. It seems like an easier way to land U2 than to fish for an air-to-air hit with j.mp or EX Divekick since it’s very quick.
I cannot connect c.MP, the timing is too strict!! Sometimes I wonder if that thing about the PS3 version being 1 frame slower screws you in some of the combos.

That link is a 1-framer btw, which I think is dumb, but I feel forced to use that link, because it’s pretty much her strongest BnB.
Can you plink it?
It doesn’t have to be a TK for the combo to work, as long as you hit low. I think it’s character-specific whether or not it works outside of the corner, though, so be careful with that.
It might make the timing more awkward at first, but you should be learning your combos by muscle memory. If you can do them without the sound or the visuals of the game, input lag doesn’t matter.
It’s a medium punch, so yeah, you can plink with light punch or light kick.
I see. I’ll have to play around with that some more. I went into training mode and set the opponent to random at that time, so I’ve had the TK > U2 combo work on Ibuki and Dudley. I’ll have to try corner, too.
Oh, well that explains it then. Guess the only thing I can do is do like dr. grammar says and try to learn by muscle memory.
Just because it’s a 1 frame doesn’t mean it’s unreliable. P-linking the c.Strong makes it much easier. When I was using Juri I was landing it consistently. I even landed it on Daigo during my MM at Evo. It’s really no different then say Viper’s c.short, s.short, c.strong, Strong TK which is a 2 frame link.

Nah, I just feel it should be a 2 framer for some reason lol. Then again, I use a pad and can’t really plink so I dislike performing 1-framers in general, though I’ve gotten them down.
I can’t imagine how anyone can play Juri on pad.
