Hell I do it, as every time Superman saves someone, stops a common criminal, avert disaster ect he gets rep points, rep points acts as exp for non-super power skills like deduction skills, unlocking languages, ect. Also your reputation is to avoid public backlash when there collateral damage (especially outside of cut scenes or boss fights).
Make actual combat give exp to unlock abilities on a perk tree to gain or improve super powers.
Like the Solar Burst ability Super Man in the New 52 as a one of the last high end perks to unlock.
Other perks could be increase heat vision damage, better cold breath, faster top flying speed, energy reserves (like the reserve energy tank Megaman or Samus has), reduce energy costs, being able to see things in slow mo, ect.
And of course with every normal level Superman gains more Health and Energy.

DC/Warner are usually protective as hell and building safe guards to keep such issues from occuring are not exactly cost effective or fun.
And yet you can still fly, drive, or walk right on by any crime in progress in the Arkham games. Arkham Origins has legit crimes the police report on and you can go take care of them or flat out ignore them. Your choice.

I think the key to make Superman interesting is make him relatable
The Fantasy shouldnāt be a man that could do anything, it should be the man that could do anything but still makes the right choices. That should be his biggest struggle, trying to balance Work, social life and being a superhero, trying to do the right thing and being stuck in tough decisions. Superman is fast but even he canāt be in two places at once.
So try to make him more grounded like Spiderman?
Canāt he move at the speed of light? Punch a guy here, punch a guy there. The Earth is saved. So boring.

Superman purposely avoids doing so in cities and in atmosphere unless he has too.
He knows his sonic booms from flight can wreck whole cities. Imagine what a careless sneeze can do from superman. In Pre-crisis times Superman took out several galaxies by accident with a sneeze.

Can Superman breathe under water?
Especially the newer movies.
Itās why for those who arenāt into comics but will watch something I tell people to watch the Bruce Tim animated Superman. They show his humanity in his solo show and in the two Justice League shows.
Later on Superman learns he does not need to breathe while he in the effects of a yellow or blue sun.
But it took Superman years to figure this out.
