The source is from a wiki, and from what i hear, it started with every match at 5/5 (the general default) and people edited it from there. Since people were jocking that seth player on youtube his rankings were changed early.

Seth is pretty damn good, from what i saw from poongko.
His Focus attack is Uriens shoulder attack for god sakes… has the Elbow… which can connect into DP to those headstomps he does with j. d+mk’s… which is sort of a mix up really.
