you animate them in photoshop.
Basically many copies of the same layer with gradual changes.

EX: To show some thing moving left, have 10 layer of the same image.
Layer 1-3 are same, then you slightly move layer 4-7 bit left, then gradually move layer 7-10 back to it’s original position.
Use the animation tool & it would look like a singe image moving left & then back.
For a better understanding, just open any gif on photoshop, you’ll understand

Exactly the same way you’ll superimpose on a normal image. The only catch being that you need to do this for all the layers
