Was she top in Vanilla SF4? I was mostly referring to her not changing her spot across all versions of the games. Not that I should wish ill-will on anyone’s character, as every character has the right to be good (lol as if they were human), but she bugs me.

I never follow SF tier lists but as far as I can tell from watching vids, she (like Ibuki) was great at wakeup games which should means she’s top tier
I hate her but then again I hated the BS of all the new characters until I joined in, now I main Abel in SF and tend to win more than I lose (even though I’m utterly rubbish at it compared to Marvel)
viper was good but like most sf4 characters as momentum based as it gets.
i feel you had to play her to understand how her game worked, she gets the “lol she just randomly burn kicks” now but her gameplan looks simple as hell but its quite complex and it can vary. i personally hate it when people jump more than me so i make sure they dont, ( i use ultra 2 and the damage went up and hit box became more generous from super to ae2012)
once you knock her down she has trouble getting her shit back together. the only usable wakeup moves are H tk and ex burnkick and both can be beat quite easily.
she is 3 way tied to my favorite sf4 introductions. (hakan,viper,juri) i dislike fuerte he’s not too hard to fight, indifferent to abel, and rufus, eh, no opinion.
