One could argue it’s just as much about the state of the Tag Division most of those years as well. It only recently rebounded. Also unfortunately for them, Raw got the Ladder Match AND the return of the Hardys last year.
While WWE has shown…careless dismissal of the Usos in the past, there’s also a lot of context surrounding it.
