I would buy something better but im paying a lot for my studies and loan for appartment( 2 more years) and really cant afford to pay more for a stick. Is it best deal in that price range or I can get some better deals, I would use it on my pc.

If you can find someone in the local area to mod the stick you have, thats your cheapest option. You can be PS4 ready for like 80 bucks if you find a modder

i would rather watch out for a used te 360 stick.
since you are on pc you can use whatever stick you want, so the second hand market might be a better option for you.

i was really surprised that not much changed from 3 to 7 in that regards…nevertheless, cant wait for it to come out.

If you can KBD and WD the game doesn’t feel stiff. Otherwise your gonna feel slow. That being said the regular walk speeds are bad, but dash speeds are always good.
