Because rollback wasnt a priority to begin with, at least not until recent coule of years.
The people who prefer rollback over input delay is smaller.
The majority dislike it because on bad connections, they feel robbed and probably think the game is glitching.
It wasnt part of the conversation on what a game needs to have until like 2018, and wasnt a loud point of conversation until 2019.
Companies only invest on what they feel that will made them make money based on actual significant data.
