well i don’t notice if its 30fps or 60fps AFAIK the arcade itself ran at 30fps like most 90s games. 
Fixed my sticky controller issue. The fightstick was set to LS instead of Dpad for the stick. cleared right up.
Ah looks like i can run full screen if I have the game set to Windowed, then set to full screen while the game is runniing. But I have to set it back to windows before shutting down or I get te wonky behaviour on next startup. wtf.

Nah it ran very close to - but not exactly - 60fps on cabs. Still does.
