the gear you get from the quest scales to lv50 if you are lv50 when you accept the quest, according to what i read
Yea, in the 2nd playthrough if you wait on side quests until after you beat the game again, any un-accepted side quests then scale to lvl 50. So generally stuff that rewards blue weapons is best kept until PT2.5.
That said, in PT2 I did find it was best to be about 2 levels above the main story level … but I tend to play recklessly. So you do have to do some side-questing.

Does this count for quest chains, too? Say I wanted a Lv.50 Flames of the Firehawk. Could I do the quest chain save for the last part where I kill Clayton before Lv.50, then accept the step where I go kill him at 50 and get the shield I want?
Nope … it scales when you accept the quest, not when you complete it.
But, couldn’t you just do like, playthrough 2.5 to get better weapons?
some things you can only get from quests, or at least, you can only reliably get them from quests
Generally, the last quest of a chain (like the Firehawk quest chain) is the only one that rewards with the blues. So you can do the whole quest chain, just don’t accept the last one.
Also, I skipped most of the sidequests so that I could go back and get the blue gear beefed up to level 50 later; I haven’t bothered since the purple/orange loot you get at end game makes it kind of pointless. So in general, I regret skipping them. Of course, somebody might find that one of those guns is so awesome, I have the option to go back and get it at least.
i plan to pick up lv50 law and order for a possible zer0 melee build, although it might not matter if there are better things
probably going to pick up the lv50 evil smasher, lv50 flames of the firehawk, idk what else.
