No they arenāt. He was warned multiple times the entire tournament and he already has a bad reputation for not only slow playing, but OBNOXIOUS slow player (weāre talking asking for translations for completely obvious cards). To be honest he was given a lot of leeway as it was.

Well Iām not trying to defend the guy but if that was me Iād be nervous as hell. Having that many people watching you play can cause you to make a fatal mistake so sometimes you want to make sure youāre doing the right plays even if that means you go kind of slow.
Slow playing is one thing. Usually at my locals I give my opponent as much time as he needs to think of a play. But if he takes more than 3 minutes to think of a play then ill ask him to speed it up.
But to ask for translations for super popular cards, like Zoodiac Rat, then thats deliberately SLOW PLAYING. If your taking 5 minutes for your turn and you havent even played anything, then theres no excuse but you are deliberately slow playing.
Once is a mistake, twice you better learn, three times youāre doing it on purpose.
Sounds like he was doing it on purpose if he needs translations on commonly used cards.
