I would have to agree. In the grand scheme of things, I remember beating him at 43, which in the grand scheme, isn’t a high level. I do remember, that stuff I used to survive were heal spells (didn’t want to risk dying). Ability wise, all I needed was critical hit, glide, roll, and parry. After you beat him once (or establish the pattern) he is pretty much a cake walk . . . .just don’t get hit.
I know, that was my point. The only time it’s not the shit is when it’s not readily available to you.

Excluding Marvel made the gametrailers list suck. I could easily see Doctor Doom trying to require the power of the keyblade and Kingdom Hearts. He’s a master of acquiring god-level power. Power Pack would fit the series like a glove.
