Usually a game could be in SBO only once unless it’s insanely popular (Aka Tekken DR), others usually come up with a newer version to keep up (Aka GGXX AC or MBAC ver B), or it’s classic (3rd strike, KOF98). Hnk didn’t have a sequel before 2007. So it wont be in SBO this year.

As for the MF2 rules, we’re not going to follow them. The only thing that could be re-used here is the “no freeze” rule, which is rather obvious. But bounce bugs & Rei uppercut glitch are allowed (with 2 boost stocks, of course).
Then you should wait for the combo vids since hyakuretsu is allowed.
My feeling toward hyakuretsu is kinda mixed. It’s fun to do it sometimes, but doing that all the time it will look quite ridiculous:

Lotsa people out here are scrubbing out wins with Rei and his SUPER safe BS. =/ He’s REALLY annoying to fight against…especially using a big char like Heart-sama or Raoh.
I play Rei as secondary after Shin, and Raoh is definitively not an easy matchup for him, if the Raoh player is decent at least.
The most important thing against Rei is to learn how to deal with his IAD corner pressure, but even if it’s good, he doesn’t have as much variations as Toki for exemple. If the guy keep on doing things like 2B > 2D > IAD jB > jD x n like a machine (as you say they’re scrubbing, it might be like that), it’s not so hard to deal with it.
I don’t play Roah and Heart but Raoh as at least 214214A and powered 623A that will beat this if done just when he IADs (a Muso Tensei will give you the advantage but probably not enough to punish him).
For Heart you can use his counter 214A and maybe 623A (might need to agility defend the move before the IAD i’m not sure). Well that if the guy is predictable, if he’s not its gonna be a lot harder, also you might know it but just in case you should never guard cancel a ground move because he can 214C you out of it.
