This is Oro if he shows up in that one that game…what’s it called…Street Fighter…something? LoL. He trained Ryu and Ryu went all ‘evil hadou’ on him, hence the scars. And since he’s older now [I tried to make him look old with all the wrinkles ] he now uses BOTH arms to fight. And yes, thats his turtle, but not the same from 3S!
