That is food for thought, yeah. It might not be much comfort to someone who is a devoted fan of Character X or Y and discovers they’re not viable in MvC2 at its highest levels, but… that’s still pretty interesting to think about. Thank you for putting it that way.

Even Duo Lon who is still in the bottom of the barrel showed to be a viable character, even the top like karate or shen are not really THAT dominant
I find it hard to call tiers and balance on games that are just over a year old. The metagame for those is still growing after all. Look at games like MvC2 and 3rd Strike, the tier lists for those only solidified after years of tournament play and characters kept moving up and down the tier list.
TMNT for the genesis is the most balanced game ever.
Every character (but one) has a throw loop to death.
It’s also one of the most boring fg’s ever imo, but if perfect balance is your thing go for it.

You got it right ; VSav, GGPO. Hunter is pretty sick too, not a lot of people play that one, tho.
The most balanced fighting games are the ones that aren’t as big and popular on the mainstream fighting game lists.

Past Blazblue versions always got a lot of comments about how they were unbalanced. But nearly everyone that actually plays the game is pretty happy with the balance in this version of Blazblue. Look at the latest tier lists from Japan. They have S, A and B tiers. There is no-one that is dominating and there is no character that is just unviable. I have even seen tier lists that drop the “B” rating, so it only has S and A. There are some characters which are very strong (Ragna and Valkenhayn come to mind), but it doesn’t really upset the balance as much as V-13/Arakune/Rachel in CT, Bang/Litchi in CS, Makoto/Noel in CS2.
However: tiers will always be debatable. As such, the fact whether a game is balanced or not will also be debatable. I already know there will be people out there that will disagree with me, stating “Ragna is broken” or “Valkenhayn is OP”. I hate both those terms. IMHO no character in recent fighting game releases has been “Broken”. “Broken” means straight up Ivan Ooze bullshit.
