Looks like it, the SFIV Blog confirmed it a while back:
Q: Are Andore and Hugo different persons? Please tell me.
A: They’re the same person! Just a different name… sorry for the trouble!
Kids and wives actually show up in SF story’s and say things from time to time.
FF thugs just stand around in back of Guy’s stage. Not saying or doing anything.
Everyone remember this?
Before I saw any info and pics of the female MKII ninjas, I always envisioned the MKII ninjas to look like Mizuki, Midori, Misa, and Luna from this game. I was somewhat correct…
Alls the wives and kids do is cry and bitch if they don’t if they don’t get their way.
“Guile please come home and be a family man Waaaaaahhhh!!!”

“OMG my husband lost a fight Waaaaaahhhhh!!!”
You leave Sally out of this. Dhalsim has the best wife in SF. She’s out of his league, loyal, doesn’t care if he takes off to fight, takes care of his child, and only cries when he suffers injury.

Maybe not.
We all thought the black and white guys fighting at SF2’s attract mode were Mike and Joe but they turned around to be completely different characters.
Did Capcom ever disclose what actually happened in the SFII tournament or is that still sort of a mystery?
(Please, forgive me. SFIV and its anime may have shed some light on that subject but I did not look into it as much as I should have).
I wonder if Guile ended up winning the tournament and encountering Bison at some point.
Ok here’s Eliza to take her place.
“OMG Mel! Do you understand that you just castrated your dad! Now you won’t have a little brother! Wahhhhh!!!”
Hey I can’t fault Eliza. Mel potentially ruined date night. Married people take that shit serious

FF and SF are the same universe
FF villains “showed up” and “did” in that same universe more than SF kids and wives
And aside that give them (kids/wives) a fighter-like profile with height/weight is kinda pointless
Most of times they don’t even have “character design” with some originality behind it, they’re just generic designs as flat as possible
The cool thing of get capcom profiles imho is see the SF world grow introducing us many new fighters/action characters
SF theme ever been travel the world to see each nation best fighters and styles
I prefer 100 times more see Capcom showing us who is the best fighter from SF-World Holland or New Zealand or Morocco or Cuba or Romania or whatever, rather than get another wife or kid or schoolmate without fighting theme

If we speak about “out of his league” NOTHING beat this

Since looking into Gen’s SF4/SSF4 quotes last week, I’ve gotten the idea of analyzing more quotes simply for the fun of it. Most quotes can often be random, but you do have some rather interesting ones that speaks a lot about the character…and how they feel towards the defeated opponent. Guile is the character I’d like to focus on today.
I’ve always wondered how anyone would feel knowing an assassin was roaming around freely. Since Guile has a moral obligation to protect others, you can see why he reacts the way he does to Gen. The first thing he thinks about is finishing him off so he could no longer be a threat to anyone. Based on what we know about SF4 Gen, it makes perfect sense. That Gen was an actual problem for everyone. His SSF4 quote is a lot more toned down, but Gen in SSF4 isn’t nearly as bad as he was in SF4. I like how it was changed accordingly.
To Bison: “I have my revenge, but your life alone isn’t enough to make up for your sins.” (SF4)
To Bison: “I can finally visit Charlie’s grave without feeling shame!” (SSF4)
To Bison: “It’s over, Bison! Rot in hell where you belong.” (SSF4)
Guile’s dialogue to Bison is generally the across the board, but the last one seems to drive home the significance of his revenge. It’s funny how Guile wanted to forget about vengeance by the end of SF2, only to revert back to wanting it not too long after. Guile really loves talking shit, too.
To Adon: “The weakest dog barks the loudest. That describes you perfectly.” (SSF4)
To Dan: “Your attacks are amateurish at best. Are you some kind of joke?” (SF4)
To Dan: “Challenge me again once you’ve actually acquired some semblance of skill.” (SSF4)
To Dee Jay: “Your beats don’t interest me. I only listen to country music.” (SSF4)
To Dhalsim: “Your philosophical platitudes do you no good in the ring, old man.” (SF4)
To Dhalsim: “This is a place of battle. Indulge in your philosophical platitudes elsewhere.” (SSF4)
To El Fuerte: “Your cooking is a cut above rations, but still nothing to write home about.” (SF4)
To El Fuerte: “I hate spending money on food. Especially tasteless garbage.” (SSF4)
To Ibuki: “Go home and be a schoolgirl. I don’t have time for games.” (SSF4)
To Ken: “If you doubt yourself, then go home. No shame in running if you have to.” (SF4)
To Ken: “You don’t have what it takes. Go home and be a family man.” (SSF4)
To Makoto: “Keep losing like that and you’ll ruin your dojo’s image, kid.” (SSF4)
To Rose: “I don’t have time for superstitious nonsense. Take your crystal ball and go.” (SF4)
To Vega: “If you can’t put your money where your mouth is, I suggest you keep it shut!” (SSF4)
As you can see, he’s no stranger to being an ass when necessary.
This was just me testing the waters tonight. I would like to make this a regular thing going forward.

Ah ha… I’ve never seen this. Bison was eventually defeated towards the end of SFII with the combined efforts of multiple characters. Gouki didn’t seem to have any real involvement (unless I am mistaken).
