I agree this might be the case. As for why, obviously, Guile offered to help him to keep an eye on him for Bison(or at least, that’s the story he’ll be fed).
I like Bison costume design in SF5 he got one of the best redesigns. I even like his story costume. so while the character designs look great I wish that this SFVxGrandblue used Bison SF5 costume design.
What you’re describing as “started out” and “later revealed” happened within one and the same game which was even his debut game. So, this isn’t really character development. Unless you count the in-universe development from day 1 of the tournament to the tournament finals. But I guess this wasn’t the intention here.

Or the German Club Nintendo magazine that claimed that Vega wears his mask even in bed, that Blanka survived the plane crash with horrible burns, that Sagat was champion until he got defeated by Bison and that nobody has ever heard Bison speaking a single word.
So, it looks like they changed the plane on Guile’s stage for a fictional one, just like in SSFIIXHDR?

I guess he means the perception as you play the game and you know nothing about the character, or during development of the game. It’s funny how little we knew in SF2 just from playing the game, specially if we didn’t pay much attention. Some casual SF fans just discovered now that Chun Li is a police officer, thanks to the prologue and alt outfit in SF5, even though it was mentioned already in SF4 and many other games before.
But that’s something completely different. That’s not character development in the same way as “Ken went from a headswap of Ryu to a completely distinct character”.
How do people not know that about Chun-Li? She’s works for Interpol gawddammit. Hell, in her SSFIV ending, she says “That’s why I’ve decided to keep being a cop for now.”
And most of her win quotes from previous SF games have something to do with her placing people under arrest or that she works as a cop
So Guile’s story costume is indeed his classic one, which means we won’t get much, if any, info in Guile’s prologue concerning their likely confrontation shown in Nash’s prologue.
