I’ve Spoken with a bus driver on this. Apparently there’s a couple lines of thought. While it seems great to be able to have all the kids buckle up it would present a challenge if you needed to get all those kids off the bus in a hurry. Imagine one bus driver and potentially one aide (which would usually only be on a special needs bus) trying to unbuckle 50 kids if the bus is filling with water or on fire or something. The backs of the seats in buses are intentionally made really high to try to avoid kids being sent rocketing towards the front of the bus in the event of a sudden stop/collision.
They should just look at statistical data.
It’d probably boil down to a matter of, buses like the ones we have have worked fine for decades so who wants to bother spending the money to try and retrofit thousands of buses with belts.
