No the problem is people are under the delusion the house is required to compromise, on things they don’t want at all. Executive orders are bullshit when Obama or Bush abused them.
The President isn’t supposed to proposing or writing legislation. They sign or veto, proposed legislation. Not run an agenda.

I’m just saying it doesn’t say explicitly that he cannot have his people introduce a bill. Shit, presidents have been doing that for generations. Powers evolve to meet the time. This doesn’t mean the president is now one step from becoming a dictator, he can just ask his people to bring a bill up to Congress.
Shit, lobbyists do this all the goddamn time. That’s their entire industry. Well, that and getting bills killed.
What good is giving legislative power to a Congress that refuses to use it? As I said, I’d be more sympathetic to their refusal to adopt Obama’s proposals if they actually had an alternative plan, but Congress (namely the Senate) is almost going out of their way to do absolutely nothing until Obama tries to get the ball rolling.
Should Obama have made all those Executive Orders? No, but Congress should have taken on those issues much sooner. Obama gave them ample time to put out bipartisan reform bills, and nothing happened. If anything was going to get done, Obama had to do it himself. Even if I disagree with what he did at times, he at least tried to take on serious issues with the power available to him, which I respect.
