At least get yourself a fightpad first if you want to get some real enjoyment and sense of progression out of the game. The standard 360 pad is absolutely atrocious for SF. Not being able to pull off Super’s/Ultra’s consistently is most likely not you at all, but the thing you’re trying to do it with. Depending on where you are, you should be able to pick up one of the older fightpads from the original SFIV for pretty cheap now.

Personally, I am no good with sticks. The way I hold it (palm up, stick between middle and third finger) hurts after a few matches. I got myself a fight pad because I could not get anything out with the regular 360 controller, which is atrocious for fighting games. Thing is, my execution got better almost instantly!
I would say, if you are new to SSF4, or Street Fighter at all, you could try getting a fight pad and eventually work your way up to a stick. I know a place where you can get a fight pad real cheap. They normally sell for $40 (too expensive, imo) but you could buy one online from here http://www.toysnjoys.com/rummagebin.html for $15 (plus shipping and handling.) This is the cheapest I have found them anywhere.
Also, if you want to get better, you can do the trial mode, as it will help you figure out the moves, and the timing. Once you are acquainted with the moves and timing, and what not, you can try playing online with as many people as you can. Now, be aware that you will inevitably suck at first. Word of advice, nevermind the point system. points are dumb and mean nothing. So just play against as many people as possible in order to get better. You can visit the SRK forums for a wealth of information on your favorite characters, and you can make friends on Xbox live and try to learn from them. Hope that works.
