I haven’t preordered SSF4 and I was wondering, do you guys think that if I don’t, Gamestop will be sold out on tuesday? I don’t usually buy games on release date but this is obviously different.

Nah, GS should be good. And if they do sell out, just go to Best Buy or somewhere else. Everywhere’s been holding it for the past week.
Yea, ever since Halo 3 released enough games for everyone on it’s release date, a lot of companies followed suite. I remember when companies would release a small amount of the game if it was highly anticipated.
You’ll always be able to find games on release date. Gamestop is sometimes lame, but like Cryoh says, the big box stores will always have enough copies.
